  1. Joann was my Aunt. She was one of the nicest aunt’s anyone could ever have in their life. When she move to Hatteras, I would see her in many places. Once she and I were riding on the same ferry. She had “rock shrimp” she had gotten at if a pound net off of Hatteras. 4 of them were as big as my hand. The last time I saw her was when she and other’s were eating at a restaurant I was managing. Aunt Joann had an adventurous heart, never letting time or travel hinder her spirit.
    To my cousin Mark and family, may God Bless you. She was loved by everyone, especially me!

In the late 70s/early 80s she was like a second mom while me and her son Tony were best buds, when they lived on the other side of Jockey’s Ridge from me. Loved going down to Hatteras with them when she worked at Nunemaker’s fish house down there. Prayers to Tony and Mark and all the family.

  7. Joanne was my sisters Mother In Law and mother to Tony Baum. Anne always talked about how her Mother In Law was truly the salt of the earth. Anne knew Joanne before meeting her husband Tony. I remember being with Joanne at Anne and Tony’s wedding in the Keys and how happy she was during the wedding and loved meeting my Mom and Dad. I remember a time during the 4th of July how we all went out on the boat My Envy to see all the fireworks together. Another great memory is when I came down to see Anne and Tony with my puppy Twinkles and how Joanne loved dotting on my new dog. She made the best candied pecans for the holidays and how she was so adventurous parasailing in her senior years. She was truly a wonderful Hatteras woman who will be missed!

The family of JoAnn Culpepper Foster would like to announce her peaceful passing on Monday, July 18, 2022 at Spring Arbor in Kill Devil Hills. She was a loving and steadfast woman of the Outer Banks and a role model to more than one family.

JoAnn was born in Miami, Florida, but she and her family were native to the Outer Banks.  They were here before World War II, and she was old enough to remember watching ships on fire after attacks from German U-boats. Her father, Eldon, died at an early age but not before he built a large number of the cottages in Nags Head, some of which still stand today.

JoAnn was married three times, and all were to strong, salty men. During her first marriage to Charles Nunemaker, she worked in their fish house and drove the fish truck down Hatteras Island before there were any bridges or paved roads. She saw the ocean wash completely over the dunes and into the sound during the Ash Wednesday Storm and received a meritorious award for her service during the recovery. Capt. Billy Baum was her second husband, and during their marriage she traveled back and forth between Florida and the Outer Banks following the charter fishing seasons. After their divorce she moved back to the Outer Banks where she once again worked in the fish house side by side with her young sons, Mark and Tony. It was at the fish house in Hatteras where she met her third husband, Capt. Bill Foster of the Albatross Fleet. They opened and for several years ran the first garden center on Hatteras Island. After Bill’s passing in 1993, she remained on the island and became a dedicated member of the choir at Hatteras United Methodist Church and a founding member of the Arts and Crafts Guild on Hatteras Island.

JoAnn is survived by her sons, Mark Nunemaker (Terri) and Tony Baum (Anne); her step-son, Willie Foster; granddaughters, Amber and Ashley; and great grandchildren, Ashlynn, Tamarin, Robert, Dylan, Nicholas, and Katia.

Please share with us the joy of returning her body, her salt, and her soul to the place she loved so dearly.  A memorial service will be held at Hatteras United Methodist Church this Friday, July 22, 2022 at 2pm. Any donations can be made to HUMC.
