Joan Fischer

March 21, 1936 – June 28, 2025
Joan Fischer (née Andres), 89, passed away peacefully at the Outer Banks Hospital in Nags Head on June 28, 2025. She was a beloved mother, nana, and great nana. Joan was preceded in death by her husband John, youngest daughter, Jennifer Waters, sisters Dorothy Cain, Mildred O’Neill, and Shirley Wainwright, as well as her parents Mary and William Andres.
Joan was a wonderful mother leaving behind her children Joan Radtke (Albert), John (Barbara), Jeff (Traci), and Joyce O’Shaughnessy. She is also survived by her eight grandchildren and nine great-grandchildren, all of whom loved her dearly. Our family would like to express our sincere gratitude to her various caregivers, physical therapists, nurses, and doctors who took such good and loving care of her over the last serval years while she struggled with dementia.
Joan was a proud graduate of Saint Agnes Nursing School in Philadelphia and spent her life in service of others. She was a devoted wife, mother, sister, and daughter. She was a loving nana and great nana. She will be deeply missed and always remembered.
There will be a private burial in Pennsylvania. In lieu of flowers, the family requests memorial donations be made in her honor to either of the following: The Albemarle Commission, 512 South Church St. Hertford, North Carolina 27944 or to Interfaith Community Outreach, P.O. Box 1663 Kill Devil Hills, North Carolina 27948.

I had the privilege of being a small part of her care team and we’ll all miss sweet Joan. It’s the best case scenario, and a rich blessing to family when dementia doesn’t erode a loved one’s kind and true nature. Through all health challenges Joan Fischer remained her tender hearted self. Hallelujah. Healthcare team loved seeing Joan’s pop-ins and hugs from Grands, Great Grands and neighbors. It was uplifting. A devoted daughter Joan, and Al, were totally engaged in everyday care and as a result, Mom was safe and loved. It was extraordinary home care from the whole Radke clan. Deepest sympathy for my dear friend Joan who took such wonderful care of her mother. She made sacrifice every day for her mother and with great effort made sure she was never alone. It was a privilege for me to spend time with Joan (Fischer) and get to know her dear family. She was a sweet lady and will be missed by all who knew her.
